Special Zone for Preservation of Historical Natural Features Law concerning Special Measures for the Preservation of Ancient Cities To completely preserve the historic natural features, any action which significantly changes the existing state is prohibited; minor actions need permission from the City Mayor.
Under certain circumstances, the owners of the land within the zone are able to ask the Local Government to buy up the land.

Kyoto City Scenic Zone Ordinance Category 1:
Areas that have an especially outstanding natural environment:
The natural and historical landscape must be preserved in it its existing state.
Category 2:
Areas that have an outstanding natural environment:
The natural and historical landscape must be preserved in its existing state.
Category 3:
Areas that have a well-maintained natural landscape: Consideration must be given to maintaining the existing natural and historical landscape. The necessary regulations on architectural action, etc., have been established to accomplish this purpose.

Large-scale works must be submitted to the Kyoto City Aesthetic Landscape Committee for review and approval.
